Merge appends new workspaces and users from the backup (no overwrites). Replace overwrites all data with the backup. Either way, the current audit log is preserved and a restored_from_backup event is added to it.

Activating override bypasses the 24-hour edit window for all items. You will be able to edit older issues, comments, audit notes, action items, responses, HLAIs, and categories.
A reason is required and will be recorded in the event log. While override is active, the Pause Event Log toggle is forced off and cannot be turned back on. Every change you make is tagged with "Override:" in the activity log.
The override clears automatically on logout or page refresh.

Changes take effect immediately. Settings are saved in browser localStorage.
